What you need
- A parsed solicitation with a compliance matrix
- A cost build (labor, materials, ODCs)
- A markup policy (platform default or per-supplier override)
1. Pink team: compliance
The pink review checks the proposal against Section L and the compliance matrix. Every requirement is mapped to a response or flagged open. Nothing non-compliant passes pink.
2. Red team: pricing
The red review challenges the price: cost build, markup, and competitiveness. The platform generates an IGCE and benchmarks labor against real federal award data.
3. Green team: strategy
The green review validates the win strategy: discriminators, past performance selection, and the submission posture. Green approval means the team stands behind the bid.
