Overview
GovConHouse pulls awarded labour ceiling rates from the GSA CALC+ v3 public API (api.gsa.gov, no API key required) and stores them for the IGCE and pricing surfaces. Each figure is an awarded ceiling rate, not a market average, and the record it came from is preserved.
What the data covers
The rates come from the GSA CALC+ ceiling-rates endpoint, which returns awarded rates for labour categories on federal schedules. The v3 record does not carry max-years-experience or current-contract-year, so those fields are reported as empty rather than guessed.
The 20-record limit
The public endpoint returns at most 20 records per query. This limit was probed with several paging parameter names and a POST body, and every variant returned the same 20 rows; there is no pagination to reach. Broader coverage comes from issuing more distinct labour-category queries, not from paging.
Honest behaviour on failure
If the API is down or a query fails, the system raises a real error instead of returning an empty list, so an outage is never presented as "no rates exist". Partial failures are logged with the failing queries named, and a bulk fetch only raises when every query fails.
Where to see it
The rates feed the Pricing & IGCE surface. Every figure shown there carries its source, and any field the federal record does not contain is shown as unknown rather than filled in.
