Offers go where the notice says
The platform does not send offers to the government. Most notices take offers by email, through the DoD PIEE Solicitation Module, GSA eBuy, DLA DIBBS, an agency portal, or mail, and the notice names which. The pursuit's Submit tab reads the notice text and shows "Where this notice says to submit" with the address or portal, quoted from the notice, and "When", with the due time in Eastern and the source of that time (the notice text, or the SAM.gov close date when the text gives no time). When the two disagree, the page says "The deadlines disagree".
Before you submit
The checklist on the Submit tab must be complete before a receipt can be recorded.
- Know where to submit.
- Know the deadline, with no conflicting deadlines.
- Bid priced (Price tab).
- Proposal complete: a completed proposal run or an assembled bid packet.
- Bid decision and final review recorded on the pursuit.
- For PIEE: a Proposal Manager role and an email that matches your SAM.gov registration.
Recording the receipt
Record the submission receipt takes the method (Email, PIEE Solicitation Module, GSA eBuy, DLA DIBBS, Agency portal or web form, Mail, Hand delivery), when it was sent, where, the confirmation you received, an optional file whose fingerprint is computed in your browser, and a note. The form says it plainly: this records what your team sent; it sends nothing. A receipt sent after the due time is marked "Sent after the due time." The pursuit moves to Submitted and the record appears under Activity.
Human review before anything leaves
Every AI-drafted section carries the label "AI-generated draft. Human review required." and a reviewer score; nothing counts as approved until a person approves it, and exports are marked as AI-generated drafts. The older proposal editor also blocks a DOCX or PDF export while any section failed to generate.
