How to find opportunities and read a solicitation, including Sections C, L, and M in plain English.

What you need
- A registered profile with NAICS codes
- A saved search or alert
1. Where opportunities live
GovConHouse ingests SAM.gov, DIBBS, and other public sources. Every contract row links to its real source URL, so you can always verify against the original notice.
2. Section C: the work
Section C is the Statement of Work. It says what the government wants delivered. Everything else in your proposal traces back to it.
3. Section L: the instructions
Section L tells you HOW to respond: page limits, structure, font, and required volumes. Following it exactly is the first test of competence.
4. Section M: the evaluation
Section M says how your proposal will be scored. It is the checklist for winning: the evaluation factors are your outline.
