Discovery: Finding and Reading Solicitations
How to find opportunities and read a solicitation, including Sections C, L, and M in plain English.
For: New bidders who can find work but cannot yet read a solicitation.
What you need
- A registered profile with NAICS codes
- A saved search or alert
1. Where opportunities live
GovConHouse loads SAM.gov notices and USASpending awards when a sync runs, not continuously, so what you see is as of the last sync. Every contract row links to its source URL, so you can check the original notice. Other sources, such as DIBBS, are not loaded yet.
2. Section C: the work
Section C is the Statement of Work. It says what the government wants delivered. Everything else in your proposal traces back to it.
3. Section L: the instructions
Section L tells you HOW to respond: page limits, structure, font, and required volumes. Following it exactly is the first test of competence.
4. Section M: the evaluation
Section M says how your proposal will be scored. It is the checklist for winning: the evaluation factors are your outline.
