1. The bid packet
A bid packet bundles the proposal, the compliance matrix, and the pricing basis into one reviewable record. It is the artifact your team and reviewers sign off on.
2. Compliance matrix completeness
Every FAR/DFARS clause and Section L instruction must be addressed, not just mentioned. The matrix tracks status per item.
3. Submit and record the outcome
After submission, mark the bid's final outcome (won or lost) with notes. That explicit mark is the ground truth the platform's models learn from.
